Candice Quarles (Desoto City Councilwoman - Place 6)

Candice Quarles was first elected to the DeSoto City Council in May 2016 in a special election and re-elected in May 2018.


One of the guiding reasons that compelled Candice to run for City Council was to ensure that the next generation continued to have a real voice in helping to shape the future of the city. 

Candice, a native of St. Louis, MO, received her bachelor’s degree in Psychology from Missouri Western State University, and a Master’s Degree in Managerial Leadership from Webster University.

Candice’s professional career spans over a decade in Human Resources in the private and public sector with distinguished consulting firm Deloitte coupled with experience in municipal government at the City of Grand Prairie, TX with industry certifications Global Professional in Human Resources (GPHR) and Senior Human Resources Certified Professional (SHRM-SCP).


Outside of work Candice is involved in a variety of community organizations such as the Local Progress, Delta Sigma Theta Sorority, Inc., National Urban League and is a member of Friendship West Baptist Church.



Candice also has a politically focused YouTube series, “Candid with Candice” where she interviews elected officials, discusses topics to educate and engage the next generation of voters.


For her civic and corporate contributions, she has received several awards and recognitions:

Kelly Allen Gray (Fort Worth City Councilmember District 8)

Kelly Allen Gray (Fort Worth City Councilwoman - D8)

Kelly Allen Gray has served three years as the councilmember for Council District 8 in Fort Worth.


Community service is nothing new to Allen Gray. She started early in her District 8 neighborhood, collecting money door to door to present to the bereaved family of a neighbor who had died.


It was this early community service that gave Allen Gray her first opportunity to walk District 8, learning her neighbors and their needs. Later, as the executive director, of the United Riverside Rebuilding Corporation, she continued this service by assisting many of those same neighbors in accessing assistance in weatherizing their houses, obtaining needed home repairs and building new homes for first time home buyers.

She has used proven tools gained from her community revitalization experience to develop new ways for District 8 to progress. The core of her success is engaging residents to insure that each has a rich quality of life and every family has a safe environment in which their children can thrive.


Her service as a Fort Worth city councilmember has been focused on expanding a network of quality, safe and affordable housing across the city for first-time homebuyers and renters, while actively seeking ways to develop permanent supportive housing to assist in making homelessness short term and non-reoccurring.

Allen Gray represents the city as a board member on the North Central Texas Council of Governments and is an alternate member of the Regional Transportation Council (RTC). Her civic board service includes:

  • Chair of the Trinity Habitat for Humanity Advisory Committee

  • Trustee for Texas Wesleyan University

  • President of the Texas Association of Black City Council Members.


Power, Dominion and Glory Ministries was birthed in Pamela Gunter during the early 2000s. For years, she would see some of God’s people succumbed by the tricks and schemes of the devil, living hopeless lives and walking in defeat without a sense of being an overcomer or being victorious in Christ. She would literally get mad at the devil and what he was doing to God’s people. While driving to church one Sunday, there was a burning desire within her to help God’s people come to:


1. Really understand the Word of God

2. Know who they are in Christ Jesus and what that really means

3. Walk in their divine authority as mandated by Christ in Luke 10:19


God spoke to her spirit that for some people the Word should be taught with simplicity and clarity. This is the mantle she took while living in Pennsylvania. She began having bible study with a group of ladies she called, The Women of Purpose. Power, Dominion and Glory Ministries came to fruition in 2014 after she relocated back to Texas.

Yolanda Harper (Alpha Discovery Group LLC)

Yolanda is the President and Founder of Alpha Discovery Group LLC, a resourceful tree with branches of empowerment programs and tools that are solely focused on optimal personal performance. Her strong belief is, “Through self-exploration and revelation, we become more valuable contributors to those people and things we’re connected to.” With a global mindset, Yolanda is enthusiastic about sharing her knowledge and guiding women from all experiential backgrounds and cultures to operating at their highest self.

With captivating energy, Yolanda demonstrates her Passion for opening people’s souls to their “Personal Power”. She has a way of asking self-reflective questions to engage every individual. Yolanda is also a Licensed Minister and Director of Social Action at Bridge Builders International Church in Arlington, TX, under the leadership of Dr. Johnasen L. Pack. Achievements she has gained while living her mantra of "ever-learning" include Toastmasters Competent Communicator and Leader, Certified Corporate Wellness Specialist, and Certified Conflict Mediator.


Yolanda was acknowledged for her contribution to business and community in the Fort Worth Business Press Top 21 Women to Watch in Fort Worth, June 2016 and Who’s Who in Black Dallas. In November of 2017, she was selected as a Fort Worth Business Press 2017 Minority in Business Leader award recipient.


In her spare time, she enjoys her minimalist lifestyle, working out, watching documentaries, and is an avid reading. She’s a proud mother of Ashanti Harper, and dotting grandson, Bentley, who she refers to as, “The coolest little dude I know!”
